Her left hand isn't doing much but Kousaka's right hand is lifting enough of the skirt to reveal... skivvies. Her expression seems to be demure but maybe she's just thinking about getting some pizza for lunch. Extra anchovies. The Tamaki Kousaka figure is sculpted to 1/6 scale or 20cm (7.8") tall.
