This presents a dilemma for the country because eventually, the amount of people dying exceeds the amount of newborns every year and that bodes ill for a government that depends on people for its reason to exist. With no one to govern, the government become obsolete.

Enter the World Love Organization, a group of love meddlers whose job is to play the part of Cupid and get people to love each other and procreate. The protagonist of the game is a socially awkward high school student named Kuroda Yuuki. He's uncomfortable around girls so there's no chance he'll hook up with a female specimen on his own merits. The W.L.O. discovers that Yuuki has very healthy semen and he can potentially reverse the declining birth rate in Japan so he becomes a target for their love meddling. The limited edition of W.L.O.
